About ORCD: Organization for Research & Community Development (ORCD) is a Non-governmental, Non-political, Non-profitable and independent organization founded in 2010 by a group of community development and research specialist. The aim of the organization is to contribute to the development of Afghanistan as an integral part of the international community. It envisages accomplishing its aims by building local capacities, generating evidence in various disciplines, promoting evidence-based on best practices and implementing development projects aimed at community development at the grass root level. ORCD is a multi-donor funded NGO, implementing health, agriculture and community development projects in several provinces of the country.
Job Description
- Lead field activities related to reconstruction/rehabilitation of water and sanitation infrastructure undertaken by ORCD in program target areas.
- Assist the Program Manager and other relevant staff in planning WASH infrastructure development programs and activities.
- Support all rehabilitation and construction activities with improved coordination and timely technical inputs in order to effectively meet completion target remaining within approved budget.
- Oversee implementation activities such as design and BOQ reviews ensuring compliance with relevant standards and codes such as MRRD and Sphere.
- Undertake extensive field visits to assess the quality of construction activities undertaken directly under the ORCD staff or through contractors.
- Supervise Field Engineers and provide advice and support to help overcome any shortcomings in the construction quality and management procedures.
- Maintain close coordination with relevant staff of local government municipalities and beneficiary communities during rehabilitation/construction works on water and sanitation facilities.
- Design training modules and impart training to community operators and caretakers of rehabilitated systems.
- Assist Program Manager in preparation of monthly progress reports and project completion reports on relevant rehabilitation/construction activities undertaken in the target area.
- Any other relevant tasks assigned.

Job Requirement
- A Bachelors’ degree in Civil/Environmental/Sanitary Engineering masters’ preferred.
- At least five (5) years of experience with implementation of water and sanitation infrastructure in emergency or post-disaster setting specifically construction / rehabilitation of wells/handpumps water networks motorized and solar pumping systems household and communal toilets and solid waste management.
- Work with communities in a development setting.
- Computer literate having familiarity with computer-based engineering software and with MS Office applications such as Word Excel and Outlook.
- Extensive knowledge and work experience in Afghanistan
