Job Description

GENERAL RESPONSIBILITIES:

The Admin/HR officer based in province, in general, is in charge of all the Administration and HR of affairs of the project, she/he will work under the direct supervision of the Admin & Finance Manager.

SPECIFIC RESPONSIBILITIES:

  1. To ensure that all the staff in Province has got a file containing, a contract, CV application form, covering letter, Job description, and diplomas according to the CAF HR checklist. He/she has to send the original one to CAF HQ and keep the copy in the Office and HFs.
  2. Preparing Job vacancies all over the project.
  3. Interview and Recruitment of staff for the vacant posts.
  4. Check the attendance sheet coming from the clinic’s staff.
  5. Preparing and printing Timesheets.
  6. Monthly updating and printing of Salary sheets to Health Facilities and office.
  7. Preparing administrative forms and sending them to HFs.
  8. To follow and update the staff list (Hard copy and soft copy) of the TB Reach project.
  9. Supervise the Database of days off, sick leaves, and private leaves of the TB Reach project.
  10. To ensure that the staff is respecting Care of Afghan families’ internal staff regulation and applying the staff regulation and answering all questions coming from the staff about CAF internal rules
  11. To supervise the activities of his assistant and support them.
  12. To ensure supervision of admin-related activities in the HFs.
  13. Attend the general staff meeting and regular management meetings related to monthly and quarterly reports Improvement at the office level.
  14. Preparing the internal or external staff meeting schedule and taking the minutes in English or the local language. 
  15. Pay regular visits to the HFs to build the capacity of administrative staff as per the maintained schedule.
  16. Ensure efficient functions in administrative and Taxation knowledge according to the Afghan Ministry of Finance policy and organization control system.
  17. Preparing all staff performance standards from (evaluation form) according to the rule and regulations of the organization.
  18. Ensuring the MoPH /donors and CAF policies with its component are well understood and implemented by project technical and operational and health facility staff.
  19. Ensure efficient functions of MoPH MMIS system and HR /Admin staff database.
  20. Preparation of staff payrolls for management and all his staff.
  21. Preparation of monthly HR/Admin report and sending to the HQ. (Soft and Hard Copy)

Job Requirement

QUALIFICATION AND REQUIREMENTS:

  • Bachelor’s Degree in Business Administration especially in Management or related field preferred
  • Fluent in English and local languages.
  • Good communication and presentation skills.
  • Having proper management skills
  • Travel to the different districts of Province is a must

WORK EXPERIENCE:

  • 5 years of experience in human resources management.               

SKILLS:

  • Excellent knowledge of the English language (verbal and written)
  • Fluent speaking, writing, and reading in Dari & Pashto language
  • Excellent interpersonal skills
  • A proactive approach to solving issues.
  • Ability to work both independently and as part of a team
  • Ability to work under pressure
  • Ability to work on Microsoft Office, Excel, Word & PowerPoint package
