UNDP is currently implementing its flagship crisis response programme, ABADEI (Area Based Approach to Development Emergency Initiatives), as part of the ongoing UN-led response to prevent a humanitarian catastrophe and the breakdown of Afghanistan’s economy following the August 2021 shift in power. The United Nations Development Programme (UNDP) is implementing an Area-based Approach for Development Emergency Initiatives Strategy, referred to ABADEI Strategy, to support basic human needs that will enable people and communities to withstand multiple shocks related to the August 15 power shift in the country. The interventions proposed under the ABADEI Strategy, undertaken alongside the humanitarian response, aim to mitigate, and hopefully avert, the immediate impact of the crisis on lives and livelihoods. To support UN joint programming in the provision of basic human needs, a Special Trust Fund for Afghanistan (hereinafter referred as the Fund) was established on 20 October 2021. The Fund will serve as an inter-agency mechanism to enable donors to channel their resources and coordinate their support to the ABADEI Strategy and the UN joint programmes developed under it. The ABADEI Strategy represents one of the first large-scale attempts to operationalize a basic human needs approach within the complex and fast evolving context of Afghanistan. Conceptually, it provides an articulation of investments in essential services, livelihoods and community resilience that complement humanitarian efforts by helping households, communities, and the private sector cope with the adverse effects of the crisis. The ABADEI Strategy aims to promote more effective and joined-up responses by strengthening the collaboration, coherence, and complementarity of interventions with those covered through the Humanitarian Response Plan. It does this by providing support to the basic human needs of communities. It is anticipated that, as the conditions change, this support could evolve.
Job Description
The Special Trust Fund for Afghanistan has a two-tier decision-making and coordination structure, through the High-level Advisory Board and Steering Committee. The Fund is administered by the UNDP Multi-Partner Trust Fund Office (MPTF Office), acting as the Administrative Agent. The Trust Fund Management Unit (TFMU) is the Fund Secretariat for STFA and is the entity responsible for the operational functioning of the Fund and provides technical and management support to the Steering Committee. Under the direct supervision of the Monitoring & Evaluation Specialist, housed in the TFMU, the Web Administrator will provide technical assistance and support in maintaining and enhancing STFA web resources, develops new online applications and manages security of online resources in line with corporate standards and best practices. The Web Administrator is also responsible for review of and advice on the use of new technologies that will enhance the efficiency and productivity. The Web Administrator assists internal and external stakeholders clients with resolving issues related to the STFA online resources (website, social media platforms), and offers new innovative solutions. The Web Administrator also works in close collaboration with the Data Management Specialist and Communications Specialist to provide coherent, functional, and user-friendly online presence for the Trust Fund.
Job Requirement
The TFMU is seeking to recruit a Web Administrator who will be responsible for:
- Technical support related with the needs of STFA website and graphic design
- Design the STFA website, generate web pages, and coordinate responses to user comments.
- Make necessary adjustments to the STFA website to ensure optimal functioning, design, and user experience as well as user-friendly back-end functionality .
- Prepare and develop branding of STFA communications material including publications, newsletter, etc.
- Update and manage the contents of the website with regards to operational, maintenance and further development of the website.
- Collaborate with the Communications Specialist and Data Management Specialist in the uploading, formatting, and quality assurance of the website content.
- Ensure that the website content is creative and easily understood by the targeted audience (in layout, texts, images, titles, headers, icons, colours, audio and video).
- Collaborate with Communications Focal Points to ensure that the website is informative (content, relevance to the targeted audience, general public with interest in ABADEI).
- Examine traffic throughout the website and produce website usage reports that include user analytics and user experience reports for effective content delivery to website visitors.
- Compile, analyze, and report statistics regarding all relevant website matrix.
- Develop, address and coordinate responses to questions from site visitors including donors and PUNOs.
- Performs other related duties as required.
- Network administration
- Provide full administrative inputs and support to updating and managing the contents of the STFA public and SharePoint websites.
- Maintain installation, configuration and support the maintenance of security processes and procedures to ensure webisite security.
- Upgrade the website with latest software and programmes, to avoid virus of various kinds.
- Manage the web servers, hardware and software to ensure efficient and effective are functioning
- Ensure that the website is fresh, consistent, and user friendly for the targeted audiences.
- Ensure bugs and issue tracking and troubleshooting of the website.
- Performs other related duties as required.
- Knowledge building and knowledge sharing
- Maintain an effective stakeholder engagement approach, using inputs from the Communication and Visibility Plan.
- Provide ad hoc technical & advisory guidance and support to PUNOs in the STFA related to data visualization, dashboards, information management tools, or other types of web-based platforms, on request.
- Based on need, provide inputs, guidance and support to the relevant Communication focal points from PUNOs to identify new opportunities or platforms to make use of existing data to support decision making, advocacy, and programme management.
- Working closely with Communications Specialists and Focal Points as well as the Data Management Specialist to promote knowledge management and knowledge sharing through the TFMU communications site (ensure easy access to STFA publications and resources).
- Performs other related duties as required.

4. Institutional Arrangement
Under the direct supervision of the M&E Specialist and in close collaboration with the Communications Specialist and PUNO Communications teams, the Web Administrator will work closely with staff from the TFMU, Participating UN Organizations, Donors and relevant STFA stakeholders, and will provide overall support to the Trust Fund Manager on communications.
The duty station for the Web Administrator is Kabul, Afghanistan, following the working hours and weekends as applicable to all UN staff in Afghanistan. Movement for meetings and consultations shall be coordinated by UNDP, and TFMU. The Web Administrator will at all times observe UN security and rules and regulations as well as advisories in Afghanistan and comply with UN MOSS.
