Job Description

Management Sciences for Health (MSH) seeks a Senior TB Advisor for a potential 5 -year USAID-funded health program in Afghanistan

This position is subject to project award and funding.

OVERALL RESPONSIBILITIES: 

The Senior TB Advisor will lead the implementation and scale up of an Urban DOTS Program and approaches in their designated city in close coordination with the NTP/MoPH as well as both public and private health actors. S/he facilitate and lead capacity building with PPHO, NTP and other directorates to oversee and manage Urban DOTS Programs; s/he will work with service providers at all levels to integrate TB including awareness, SBCC, and issues around stigma. S/he will implement interventions that improve DS-TB and DR-TB case detection at point of service (uCHWS, pharmacies and facilities). The Senior TB Advisor will develop and oversee activities  to integrate DS- TB  and DR-TB  case detection  and diagnosis in a variety of public and private  health facilities , maximize utilization of existing GeneXpert and microscopy diagnostics for early diagnosis for DS-TB and drug resistant DR-TB. S/he will contribute to DS-TB and DR-TB referral network/system focusing on community care and develop strategies to work address TB in  key and vulnerable populations. S/he will also provide supportive supervisions and mentorship to  DS –TB and DR-TB centers to improve the quality of patient management and treatment outcomes.

S/he will be expected to maintain MSH’s professional and procurement integrity standards in all activities.

Job Requirement

REQUIRED MINIMUM EDUCATION:

  • MD plus certificate in internal medicine or MPH or equivalent.

REQUIRED MINIMUM EXPERIENCE:

  • Seven (7) years of professional experience working in public health and TB in Afghanistan essential.  
  • Previous experience in similar positions.
  • Recognized expertise in DS - TB and/or DR-TB programming, at country level essential.

KNOWLEDGE AND SKILLS:

  • Understanding of current key TB control and MDR-TB issues in Afghanistan essential.
  • Proven ability to build strong relationships, work well as part of a team, and to incorporate views of other disciplines into his or her work.
  • Demonstrated organizational and supervisory skills and abilities; sound judgment, and high ethical standards; flexible and able to adapt to changing priorities and deadlines.
  • Previous USAID experience preferred.
  • Experience working with Global Fund funded programs desirable but not essential.
  • Proven leadership and collaboration with other technical advisors, experts, and host country staff from the public, private, and nongovernmental organization sectors.
  • Demonstrated capacity to develop and implement work plans, monitor and evaluate activities, and draft reports.
  • Exceptional interpersonal, teamwork and collaborating skills.
  • Written and oral fluency in Dari and English.
  • Ability to be based in the project supported cities
