Job Description

Position Description:

The WASH Field Officer is responsible for project implementation, supervision of activities, and coordination with district authorities and relevant NGOs within the field office area.

 She/he will conduct himself/herself both professionally and personally in such a manner as to   

bring credit to DACAAR and not jeopardize its humanitarian mission

Responsibilities:

  • Prepare an action plan and make sure that all interventions and achievements within the target area are on the right track toward project objectives and goals. 
  • Supervise daily assignments of field engineer, agronomist, social organizer, and other staff of the field office.
  • Coordinate the project activities with regional office and district authorities and liaise with the local authorities, local shuras, NGOs, and donor representatives within the field office area.
  • Solve the problems, if any, of project staff with community and authorities.
  • Check the quality of work and local materials of different project interventions.
  • Oversee the correct use of DACAAR assets including vehicles/equipment and supervise regularly.
  • Oversee proper use of the cash and closely monitor the cash flow and expenditure of the project.
  • Mobilize communities to contribute their part to the project so that the communities are functioning well and participating in relevant project activities.
  • Observe the community contribution amount and keep track of figures and keep the CDCs informed through the relevant staff.
  • Inform project staff of decisions made by Regional/Program/DACAAR Senior Management.
  • Control/authorize leave for project staff.
  • Facilitate human resources allocation to project in relevant locations and consulates with Regional Manager about the issue.
  • Conducting the assessment, where IDP & affected people are settled.  
  • Conducting the village survey for WASH projects on district/ provincial level.
  •  Site selection of well, stand post, latrine, bath, hand washing facility and small-scale irrigation structures.
  • Preparing the assessment report together with other concerned NGOs, and sending on time assessment report to Field Coordinator, Regional Manager and Project Manager.
  • Field trips and monitoring of GWM wells on a monthly basis
  • Solving technical problems of hand pumps (GWM Walls) and keep active the monitoring wells from the GWM staff.
  • Directly support Ass. Engineers and lab technicians in water sampling for chemical and bacteriological analysis.
  • Preparing monthly reports of groundwater monitoring wells and briefly describing the condition of groundwater monitoring wells that have more water fluctuation and submitting to RO.
  • TO be insured about proper and right site selection and modification of new groundwater monitoring wells
  • Calibrate pH/conductivity meter testing kits
  • Keep the measurement instruments in operational condition and instruct field staff about proper use of the kit.
  • Measure and record field parameters for GWM like salinity, pH, and temperature, from the features (river, springs, dug well, and drilled well) and AWD H2S test kit, Pool tester, and PePiezometer
  • Installation of CTD Diver and Baro meter on groundwater monitoring wells and kept the installed instrument safe condition and in operation situation
  • For Purchas and authorize the local construction materials.
  • Prepare Time sheet expenses vouchers for the project.
  • Prepare monthly progress report monthly stock reports, Time sheet and attendance reports.
  • Prepare completion reports and send it to the main office to enter into the WASH database.
  • Prepare a non-expendable stock report at the end of the project.
  • Ensure a suitable community-based mechanic/valve men is selected, trained and tools are given.
  • Ensure security of the camp and relevant staff.
  • Ensure that safety procedure is followed.
  • Ensure engineering work complies with design and standards.
  • Authorize to organize the project staff.
  • The holder of this position must strictly follow the organization existing security policies, given procedures, and daily instructions of the safety personnel.
  • Any other tasks given by the supervisor

Strong Communication Skill and proper planning skill and Community mobilization.

Languages: Pashto, Dari and English.
