Job Description

Duties and responsibilities: 

  1. Under the direct supervision of the of Director of CBHC, the community mobilization specialist will be responsible to carry out the following key activities.
  1. Coordinate and supervise the work of CBHC network in response to COVID-19
  2. Establish, Coordinate and facilitate technical working groups for developing LRPs and guidelines for mobilizing the community resources/actors for C19 national response.
  3. Conduct desk review of the existence materials
  4. Conduct consultative workshops for preparation and finalization of guidelines and LRPs;
  5. Analyze collected information from the desk reviews and consultative workshop and prepare summaries, briefing notes, implementation plans and roadmaps in the form of a comprehensive learning resource package.
  6. Develop LRPs on COVID-19 response at community level for CHS, CHW, FHAG and Health Shuras;
  7. Develops training materials relevant to community mobilization and Covid -19 interventions 
  8. Conduct capacity building workshops/Training and TOTs
  9. Provide mentorship to the CBHC officers and HP officers when it is needed
  10. Prepare and implement a coordinated response to the needs of the communities pertinent to C19.
  11. Design and plan out processes and systems to improve and expand community support in the national C19 response 
  12. Develop Plan, and the implementation mechanism for the Covid -19 awareness Campaigns
  13. Ensure the integration of community mobilization activities into national communication and advocacy campaigns and initiatives
  14. Increase awareness about mass local production of simple and appropriate cloth face masks by all households
  15. Coordinate community engagement to support preparations for safe isolation sites for COVID-19 patients and Support the isolated and the poor
  16. Regular supervision and monitoring of the Covid 19 trainings, orientations and campaigns to the community actors. 
  17. Ensure close and effective collaboration with the service providers at the community level to enhance their participations in the C19 response at the community level
  18. Ensure community participation in Covid-19 campaign includes the most vulnerable and marginalized groups
  19. Coordinate for CHW/CHS engagement in surveillance and case detection of Covid-19, monitoring and supporting quarantine compliance.
  20. Advocate for Performance based payment for CHW in Covid -19 interventions 
  21. Ensure provision and supply of PPE items to the engage CHSs/CHWs in the C19 response through donor and support organizations.
  22. Ensure effective liaison with local partners, BPHS implementers, UN agencies to facilitate the implementation of project  
  23. Proactively participate in CBHC, HP, GF and other relevant   meetings
  24. Successfully supports the project’s relationship with the development of strategic communications messages.
  25. Highlights, captures and develops best practices as success story reports
  26. Organizes and visits field activities (as needed)
  27. Works collaboratively with local partner organizations to build capacity
  28. Periodic reporting to CBHC Department head
  29. Perform other relevant duties as require.

Key deliverables:

  1. Desk review report

  4. Covid-19 LRP and training plan
  5. C19 training manuals
  6. Rollout plan for C19 response at the community level
  7. Covid -19 massages integrated in CHS, CHWs, Health Shura and FHAGs training manuals
  8. Trainings reports 
  9. Community campaign plan.
  10. Monitoring and supervisions plan  
  11. Monthly/quarterly/annual reports

Job Requirement

  1. The Community mobilization specialist is expected to have minimum academic qualifications of University Bachelor’s degree in Medicine (MD) or public health faculty (master degree is preferable)
  2. At least 3 years of professional working experience, of which 2 years should be in the field of CBHC /Health Promotion, social mobilization and/or behavior change communication
  3. At least one year experience in trainings;
  4. Excellent writing skill in English is must, including writing guidelines, manuals, and concept notes.
  5. Have experience for development of community-based guidelines, manuals
  6. Experience of working with MoPH or National/International NGOs will be an advantage;
  7. Consultant is expected to (a) have a good knowledge of working environment in the Afghan administration and the communities; (b) familiarity with the main stakeholders in the Public Health Sector in Afghanistan.
  8. Good spoken and written English as well as knowledge of the main local languages of Afghanistan.
  9. Ability to work under pressure while producing results
  10. Treats all people fairly without favoritism; Fulfills all obligations to gender sensitivity and zero tolerance for sexual harassment
  11. Good interpersonal skills, diligence, open mindedness, and dedication.
