About ÁAR Japan: Association for Aid and Relief, Japan (AAR Japan) was found in 1979 in Tokyo, Japan. It is active in 15 countries including Afghanistan in various humanitarian aid programs. AAR Japan set up its Afghanistan office in Kabul in January 2002. During its 20 years’ commitment in Afghanistan, AAR Japan has been conducting Explosive Ordinance Risk Education (EORE) awareness activities, providing assistance for people with disabilities and conducting emergency assistance projects. AAR Japan’s Explosive Ordinance Risk Education (EORE) Program, in coordination with the Directorate of Mine Action Coordination (DMAC) and the United Nations Children’s Fund (UNICEF), started in October 2003 in Afghanistan to develop media materials suited for use within the Mine Action Program for Afghanistan (MAPA) national activities and Community Based Mobile Cinema Projects throughout Afghanistan. Today, AAR Japan conducts Emergency Food Assistance, Explosive Ordinance Risk Education and Disability Awareness Project with financial assistance from Ministry of Foreign Affairs (MOFA) of Japan and Japan Platform (JPF) and funds raised by general people of Japan.
Job Description
Job Description, Duties & Responsibilities:
A. About the job:
This job has two type of responsibilities a). Project Officer, b). Engineer
B. General Responsibilities:
- The Project Officer/Engineer will provide assistance to all aspects of project implementation under the supervision of the Project Managers as well as the Program Coordinator in Tokyo Headquarters (HQ).
- Work with co-operative attitude and keep a high standard of quality
- Develop spirit of co-operation and understanding among members of the organization.
- Responsibilities as Project Officer:
- Implement the project activities, according to the project application documents such as project narrative, operational plan, budget and schedule.
- Assist timely and effective grant management.
- Assist with grant processes, which include conducting prospect research on donors, the preparation of proposals as well as project budgets for review.
- Cultivate collaborative relationships with a wide range of stakeholders, including but not limited to, international organizations, governmental agencies, NGOs, local actors and community members.
- Communicate the status of project implementation with Project Coordination at office and Tokyo Headquarters.
- Translate and interpret among Dari, Pashto and English.
- Assist compiling daily and monthly reports from the Field Coordinators and preparing monthly reports on the project.
- Conduct periodic monitoring of the project and reporting the statistical data.
- Assist the process of project-related materials production.
- Assist administrative management as needed.
- Responsibilities as Civil Engineer:
- Assess and make a necessary revision on technical designs, cost estimates and infrastructural maps and material (type and quantity) identification for proposed projects which are submitted from contractors (i.e. Construction/designing companies).
- Prepare proposals on engineering designs, plans for the construction in cooperation with contractors for the project.
- Supervisor basic engineering skills at construction site at projects and provide necessary guidance to contractors.
- Conduct project progress/impact monitoring, evaluation, and reporting and facilitates liaison with stakeholders (donors and contractors) involved in the execution of the construction and other related projects.
- Ensure appropriate design, construction, and implementation of project construction items according to technical standards, as well as proper maintenance and use of equipment and guide stakeholders.
- Track and monitor the progress of activities by ensuring the collecting of program indicators and provide on-time internal status reports and external donor reports
- Carrying out of assessments and post-implementation monitoring and evaluation
- Identify and monitor risks, constraints, or escalating issues, and inform the hierarchy accordingly.
- Ensure that all data and information are updated, well organized, and easily accessible and lessons learned and best practices are capitalized
- Any other duties as may be assigned by the office and HQ
Job Requirement
Job Requirements:
- Engineering degree in Construction
- 3 years of experience in Construction projects with NGOs
- Excellent written and verbal English Language skill
- Good reporting skill
- Computer (MS Office, and Engineering Software) skill
- Ability to travel to the targeted provinces and districts
- Excellent knowledge of liaison and communication
- Ability to work and act under pressure with minimum supervision
