About CRS: CRS began direct operations in Afghanistan in early 2002. CRS maintains four main offices throughout the country: Kabul, Herat, Chaghcharan, and Bamiyan, with sub-offices in all of these provinces as well as Daikundi. The CRS strategic plan for Afghanistan focuses on poverty and risk reduction, human development and emergency response in rural areas in western and central Afghanistan. Job Description
The Senior Engineer will lead on WASH technical design and implementation for a multi-year, high-profile project across three provinces. The Senior Engineer will work directly with the WASH Technical Advisor (TA) and Project Manager (PM) who manage the implementation and quality control for construction and rehabilitation activities carried out in CRS program areas. Responsibilities will include project design and develop of cost estimates and Bill of Quantities that accurately reflect project activities, as well as supporting technical teams in three districts to ensure the quality and timely completion of water source rehabilitation and construction projects.
This position will be based in the CRS-Afghanistan office in Herat City. The Senior Engineer will take technical direction from and report to the CRS Technical Advisor in relation to all aspects of, design, construction, and contract management for projects in the targeted areas. The duties shall include but are not limited to the following.
- Lead field activities related to reconstruction/rehabilitation of water and sanitation infrastructure undertaken by CRS in program target areas.
- Assist the Technical Advisor/ Program Manager and other relevant staff in planning WASH infrastructure development programs and activities.
- Support all rehabilitation and construction activities with consistent coordination and timely technical inputs in order to effectively meet completion targets in accordance with approved budget.
- Oversee implementation of activities, review the whole proposal package including community project plans (CPPs), structural and hydraulic design, detailed technical drawings, scopes of work (SoWs), Requests for Quotation (RFQs), Purchase Request Forms (PRFs), tender documents, adjudication of bids, ensuring compliance with relevant standards and codes such as MRRD and Sphere Standards.
- Undertake extensive field visits to assess the quality of construction activities undertaken directly under the CRS staff or through contractors.
- Supervise Field Engineers and provide advice and support to help overcome any shortcomings in the construction quality, and procurement and management procedures.
- Draft action plans for rectifying the defects whenever needed. Coordinate all actions with CRS Site Engineers and Technical Advisor.
- Supervise and monitor the contractor's work implementation, change of orders, contract compliance, quality assurance, safety, and documentation of all interactions.
- Maintain close coordination with relevant staff of local government and beneficiary communities during rehabilitation/construction works on water and sanitation facilities.
- Deliver training modules and impart technical training to Field Engineers, Foremen, community operators and caretakers of rehabilitated systems.
- Assist Technical Advisor and Program Manager in preparation of monthly progress reports and project completion reports on relevant rehabilitation/construction activities undertaken in the targeted areas.
- Ensure that all tasks are completed to a satisfactory standard before final payment to vendors is authorized.
- Any other relevant tasks as assigned.
Job Requirement
- Bachelor’s degree in civil, construction, or hydraulic engineering.
- Minimum of 5 years of professional experience in implementation of WASH project or construction of infrastructures and buildings, familiarity with technical survey, structural and hydraulic calculation, supervision of construction project, cost estimation, overseeing project implementation.
- Experience working with specialized international agencies (UN Agencies, International Organizations, and International NGOs) and in close consultation and coordination with local authorities MRRD or MUDL municipalities or other related stakeholders, community representatives, implementing partners and field staff.
- Operating and application of Auto-CAD particularly the 2D drafting, EPANET or Water GEMs, Ms office packages with advance Word and Excel skills, total station, level machine.
Required Languages - Fluency in written and spoken Dari, Strong written and spoken English skills required
Travel - Must be willing and able to travel up to minimum 50%.
