About Jhpiego: Background of AFSOG: AFSOG was established in 2002 and revitalized in 2007. The association has the support of various development partners to take active part in the facilitation of the service provision for maternal and child health. The purpose was to take active part in their education of the high maternal and neonatal mortality in Afghanistan. The aim of AFSOG is to professionally support the growing number of Gyn/Obs in the country and to champion the profession through advocacy and education.

Job Description

Duties and responsibilities:
The following role and responsibilities will be under taken by the AFSOG IT officer:
1-Keep accurate records for all daily transactions and prepare balance sheets
2-Process invoices and record accounts payable and accounts receivable
3-Update internal systems with financial data
4-Prepare monthly, quarterly and annual financial reports
5-Monitor and maintain computer systems and networks
6-Manage technology services that meet operational requirements in designated area(s) of the
University.
7-Serves as the lead IT liaison with senior administration, faculty, staff and students in designated
area(s) to understand and interpret client needs at a division level and to collaborate across
lines in meeting those needs.
8-Directs and coordinates the local implementation of University IT operations, projects, and
programs, ensuring alignment of IT services with the business needs of the area(s) and
adherence to established project management principles and best management practices.
9-Provides technical leadership on a variety of highly specialized project-related activities
requiring expertise in specific technical areas for core information technology systems and services.
10- Reviews vendor contracts and coordinates IT purchases (hardware, software and services) to
ensure effective deployment of solutions aligned with user needs.
11- Delivers appropriate personnel actions and educational and training programs to ensure high
quality professional staff performance in the area(s) of oversight.
12- Participates in the development, implementation, and maintenance of policies, objectives,
short- and long-range IT planning, with an emphasis on advocating for the needs of the area(s)

supported; implements tracking and evaluation programs to assist in accomplishment of
established goals.
13- Participates in the documentation and implementation of policies and standard operating
procedures consistent with those of the university to ensure effective operation of an
organization.
14- Participates in development of IT Service Catalog offerings, Service Level Agreements, and
Operating Level Agreements consistent with the needs of the organization.
15- Any task assigned by AFSOG leadership

 Out Puts or deliverables:
 Clear Operational plan for AFSOG and its initiation at national level
 Accountable and transparent financial management system for AFSOG board and its members
by the end of each year

Job Requirement

Specific requirement:
 Afghan national and know about Afghanistan Health system.
 Knowledge of current trends and developments in information technology.
 Knowledge of financial/business analysis techniques.
 Strong interpersonal and communication skills and the ability to work effectively with a wide
range of constituencies in a diverse community.
 Skill in organizing resources and establishing priorities.
 Ability to develop requests for and evaluate proposals in reference to leading-edge information
services technology.
 Ability to provide strategic guidance and counsel to clientele in the assessment and
development of existing and/or proposed systems
 Ability to foster a cooperative work environment
