About Relief humanitarian Development Organization (RHDO): Relief Humanitarian and Development Organization (RHDO) is a nongovernmental, non- religious, non-political, non-profit and non-military organization, working for development of Afghanistan through implementation of health, community development and capacity development/research projects. RHDO was established in February 2014 and is registered with the Ministry of Economics under registration No 3121. RHDO is also registered in Ministry of Public health under registration # 504. RHDO is registered in Ministry of Women affairs under registration # 751. RHDO aims to contribute to the development of Afghanistan through provision of developmental and humanitarian services in public health, training and capacity building of Afghans in healthcare disciplines and skills. RHDO starts to realize its vision through implementable, context-specific, technically sound and practically achievable approaches. These approaches are: (1) to design and implement the community development programs; (2) to provide primary and secondary health services according to the standards of the MOPH; and (3) to build capacities and skills of ordinary Afghanistan residences and professional of health sector. Since its establishment, RHDO starts to implement 4 health projects as BPHS-SEHAT2 implementer in Kandahar, Paktika, Faryab and Ghazni provinces as partner with AADA, BARAN, M-MRCA, and OHPM. RHDO is implementing BPHS- SEHAT3 in Samangan and Sar-e pul as partner with SHDP and ORCD.

(Job Summary)

The Project Manager must have the qualification of MD or MPH and experiences of management, report writing, training, knowledge of supervision, monitoring and evaluation for at least five years and fluently in Dari/Pashto and English languages. She/he is responsible for the planning, organizing, implementing, supervision /monitoring of all project activities.

Duties & Responsibilities :

  1. Actively participate as member of RHDO’  “management team” in drafting new organizational goals, policies, strategies and annual plan and necessary amendments.
  2. Prepares annual project work-plan/action-plan for the project with the departments;
  3. Attempt for extension and sustainability of the projects.
  4. Manage over all implementation of the work-plan in the field.
  5. Propose/recommend allocation of the field staff.
  6. Ensures proper field staff management and coordination, identification of project, staff and administration needs’
  7. Ensure inter-departmental coordination.
  8. Provides expert support to field and provincial office staff in the MoPH policies and standards.
  9. Develops and implements appropriate office systems and procedures, supervises staff, prepares job descriptions with health manager and field staff and provides logistical support;
  10. Establishes and maintains effective channels of communications and works closely with MoPH, UN, NGOs and internal project team participants to schedule necessary resources in provincial level;
  11. Schedules and leads Kandahar PPG project team progress and problem resolutions meetings, identifies, defines and recommends risks and risk mitigation strategies.
  12. Ensures that all accounting and financial systems are in place, preparation of budgets and reports;
  13. Assess work performance through timely supervision, monitoring and evaluation and oversees and supports a timely, efficient implementation of all local activities;
  14. Liaise with local authorities and other project stakeholders in the fields as well as develop strong relationships with other international and national organizations, UN agencies, and government officials working in health;

      15. Ensure the achievement of program objectives in compliance with BPHS and MoPH national                    policy approach, focused on community mobilization and empowerment’ 

       

       16. Implement continuous follow up and exchange of information with main Office and provicial                       Office.

        17. Ensure regular project reportin (Monthly. quarterly, annual) in a timely manner and in                                   compliance  with donor format and guidelines to main office and PHO.

        18. Performs other duties as assigned.

Job Requirement

  • Medical Doctor, Graduated from a recognized medical university, Master in Public Health will be a plus
  • At least 5-7 years of experience in project management.
  • Excellent on the job training facilitation experience and skills.
  •  Strong interpersonal and communication skills.
  • Extremely flexible with ability to cope with stressful situations and challenging conditions with limited resources.
  • Must be able to write technical reports in English and meet reporting deadlines.
  • Able to travel freely to project sites at District level.
  • Good computer skills; including ability to use Word Excel, power point presentation and email programs properly
